I was trying to find a relationship between IBA and kelp and I've found this article.
It seems kelp is rich in Cytokinins (CK) that promotes cell division in new shoots and it counteracts the effects of auxins (in this case IBA).
So, it seems IBA is more effective in root growing while CK in new shoots.
The use of one or the other depends on the plant's development stage.
So, my question...why is kelp used in root growing promotion? Where's the relation with the auxins?

Kelp products vary in the hormones and other components they contain, both between brands and between batches in brands with inadequate quality control. At least one brand, KelpMax, makes the claim it is higher in auxins than cytokinins. The effect will also vary depending on the health, growth stage and natural hormone production of the plant, other products used concurrently, and may be affected by other constituents of the product besides the hormone content. I would look at the claims or results of a particular product rather than lumping all kelp products together.
