A pressure cooker would only have enough water left in it; if it had sufficient water at the start; and the length of the sterilizing cycle was not excessive.

Bottom line is all pressure and producing vessels, being autoclave or common pressure cooker; should be maintained and pressure and temperature checked periodically to insure it is working properly and safely.
I repair and do the maintenance on all of our equipment and the green houses.
