The cattleya looks like the roots have been trimmed according to the condition of the plant.
The potting looks good and with the rhysome clip, my assumption is the plant is good and tight on the media. This is vital or it will not root.
This is why sphag-in-a-bag is a waste of time with cattleyas.
I would just keep plugging along with your cattleya.
It was horribly stressed! I have unfortunately been guilty of propagating such torture on some of my plants
I have one now after SIX months showing life
I generally hang on until the are dead-dead-no question dead
Tenacity pays off very frequently and more often than you think with catts.
So water it when it needs it....the more quickly you turn over wet dry cycles the better for your plant.
I like Aussie Gold for cattleyas with poor root systems. For some reason, it holds more humidity without keeping the plant "wet".
Nevertheless, you need to pot it up and let it be. Continually repotting the plant screws up the environmental signals it needs to stimulate growth.
Fertilize weakly and KLN is a great idea, but one normal strength application (1 tsp/gallon) should suffice.
Your plant may take two to three years at least to flower but fate willing I will be here to see the pic
