This is what I mean about the oven. It doesn't really sterilize. Chlorine has its limitations too. I would definitely avoid using bleach on the media. Heat sterilization is the way to go. I strongly recommend a pressure cooker. They are common and cheap and do the job well.
If you do not have access to a p-cooker, the next best option is to try Tyndallization. This involves repeated boiling and cooling. Try boiling for about 15 minutes, three days in a row. The first run kills most microbes, but only causes some heat-resistant critters to wake up. The second run gets most of those, and the third gets the "late bloomers". This isn't true sterilization either, but without a pressure cooker it's the best alternative. Good luck!
