Hi Carbuncle,
Since you haven't received an answer yet I'll chime in. First, it's great to have you here. The hobby of growing orchids needs more young blood. I'm in my thirties and am often the youngest one in the room at shows and society events! I'm fine with it, but the more the merrier!
Most commercial labs will charge you, but it is likely that any hobbyist that
can sow seed for you probably wouldn't be interested in a NOID. I don't mean to sound rough, I just don't think that would be an enticing deal to a hard core hobbyist. I may be wrong, though.
If you
can send seed to a commercial lab, you can send it anywhere in Canada or the US. But you may need to expand your search area beyond Saskatchewan. It's not that common of a skill.
All that being said, here's a thought to consider: Why don't you learn to do it yourself? You obviously have a thirst for knowledge (because you're here) and you have LOTS of time to perfect it! It's never too early to start your own breeding lines.
The actual process isn't that complicated as long as you take certain important steps. What do you think?
