From what I know yes, variegation is a heritable trait however, it will appear very infrequently in progeny and is often non mendelian. There was one study conducted with Phal Sogo Vivien, a very well known variegated Phal. The plants were selfed and in the resulting progeny only 0.007% of the plantlets displayed variegation. Neofinetia breeders also try to get variegation, and there too the rate of variegated offspring from variegated parents is very, very low.

I don’t know how good the info was, but I read that it takes a combination of multiple genes to result in variegation. If any are recessive, the odds of it being passed on will be very slim.
