Explosion of new roots for this rootless phal! When to repot?

This Phal has been in a downward spiral ever since it finished it's 5month ish bloom. When I finally took it out of it's original container, I noticed severe root rot throughout the entire root system. At the time, I did not have the knowledge to contain the rot and eventually the phal lost all it's roots.

Currently the phal is sitting in a shot glass  sometimes with its bottom submerged in water (only the brown part) and sometimes in very wet moss. I was thinking I would eventually throw this one away when it gets too ugly as I thought there was no hope. One small leaf grew extremely fast (noticeable everyday), and I see an explosion of roots happening on one side! Two visible and 6 new bumps (three of which are almost certainly will be new roots)

I have heard that as new roots grow they tailor the roots best suitable to it's environment.

I want to try to grow this phal in a no-medium method.

When should I do it and how high should the water level be?

(This side had many signs of new root growth.)

(From the other side, also sign of new root bump. You can see all the dead roots below.)

(The entire top leaf grew in a matter of about 4 weeks!)

You correctly noted the "tailoring" of new roots as they grow; so now would be the time to change it over, no matter what you choose for the future.

I am not a fan of "water culture", especially in climates where keeping the water fairly warm might be a problem.

Thank you so much for your input and all the information you provide! I have been reading many many of your comments and ALL of the information on your webpage! Thank you so much!

I am new to plant growing and fascinated by all of this! I was thinking of submerging the brown part of the base root. (Mainly because I am new and would like to see its roots groath)
I was also thinking of how to keep the water warm but I live in a small apartment with the wall heating unit always on (I like my house really warm all the time) so I was hoping it would be okay for now. I read that providing extra warmth with heating pads are great and can imitate spring/summer) and I am possibly thinking of making a automated heating unit for one of my future hobby projects.

I would follow Ray's advice, and pot it up now in its final medium. I'm a great fan of larger pots and coarse bark. You simply can't overwater.

Whatever you decide to put it in, I would do it now. This is the perfect time to repot.

I think Jkofferdahl may have a point. I personally would have repotted now because I like to put them in LECA, using the semi-hydroponics method. Then I water vigorously until I know the roots are long enough.
