Is this a keiki?
 
I have a Maudiae-type paphiopedilum that finished up blooming a few weeks ago. Last week this little thing started out at the base. I'm thinking it is a keiki?

If it is would I also expect a new leaf out of the central plant too? How do these things grow?

Hey! Paphiopedilum (unlike Phals) are sympodial growers. This means that they will continuously make new growths. Paphs will flower once from one growth and then won't ever flower again from that growth. You'll have to wait for a new growth (what we see in your picture) to see it flower again.
