I am not sure if this is a flower spike coming out just a new leaf!? does the plant look like it is getting good lighting? Any help will do?

That is a sheath, so it may be thinking about blooming ;) (it does sometimes happen that no spike ever develops) With some Catts, the sheath may dry up but still bloom.
