Should I bag and sprag?
 
I have a phal with one small leaf that is still growing and there is still a spike on it that is done blooming. It has no roots what so ever and I heard about this idea to help make roots. Can I put a phal in a moist bag of sprag moss or will it not help with roots.

The sphag and bag technique works for a lot of people, I've never had any luck with it, water culture works best for me.
If you are going to try sphag and bag, I'd cut the spike way down and put the plant along with a small bit of wet sphag (not touching the plant) in a zip lock bag. Don't close the bag entirely,you need a bit of air circulation. Place the bag in a warm shady spot and wait for root growth. Watch the humidity in the bag, if it gets too high you'll get mold...this is what generally happens to me.
