Paph.ShinYi Pulsar

This is a question on Paph. ShinYi Pulsar(Maudie XPulsar.
When I bought this last year it had a single spike and flower and several fans.This year it spiked from three new fans,one of the three blasted.The other two are in bloom but appear to have buds under the open blooms.Is this normal for this cross? Yeah, that's pretty normal, but they are vestigial buds only, so will not typically mature into flowers.
