If they're tiny, they need an incubator. They don't need to be as wet as a salamander but they shouldn't dry out. Get a transparent take-out food container. Put a wet paper towel in there. No standing water. Set the tiny bare-root plants on that. Every day, take them out, rinse the tiny plants and the container under the faucet, and replace the paper towel with a new one.
As soon as you can, pot them up in fine bark or damp long-fiber sphagnum moss. If you have living sphagnum moss that is even better.
