A lot of orchids don't grow much during the winter, and it is just turning spring where you live. I don't repot in the winter unless I get a new plant that I think has old, rotting medium around the roots. So your plant might not grow until it gets warmer.
Brassia hybrids (like this one) and species are in the Oncidium alliance. I don't grow this plant, but if you look through the
Oncidium/Odontoglossum Alliance
forum, you can read about Brassias. Brassia species are ancestors of your Beallara. Beallara is the name given to hybrid plants with ancestors in genera Brassia, Cochlioda, Miltonia and Odontoglossum.
The advice silken gave you for your Beallara also applies to this Brassia hybrid.
