Having grown Phals for a good number of years and also repotting plants while in bloom, I can say there is no harm done to repot while a plant is in bloom. That's just a myth.
Go ahead and repot.
Make sure you have all your supplies ready and waiting. Use a pot that will fit the root mass, usually one size larger than the one it is currently in. If your using a bark mix, give it a good overnite soak to throughly wet it.
Water the plant the day before, and the day of wet the aerial roots to make them more pliable so your able to fit them into the new pot. If their long, as they appear to be, you can just wrap them around the inside of the pot so as not to damage them.
Once done set them in a slightly shader spot and don't water for about a week. This will give any roots that may have damage a chance to heal.
I generally leave newly repotted plants a 2 week stay here and then back they go to their regular spot.
