Just let it bloom for now. Many phals have a tendency to grow like that, possibly because, in nature, they grow hanging down rather than upright like we grow them. It is normal for older leaves to turn yellow and fall off.
elevate it by using an inverted vase or maybe put the pot inside a heavier cache pot or a big jar....leaves touching the table and the window sill can harbor fungi or bacteria infestation unless you spray physan 20 weekly on the surroundings....
Take the pot in which the phal is planted and put it into another heavier decorative pot placed at an angle so the phal can sit up. Or just slip it into another pot in it's current attitude and enjoy the flowers. This plant looks dehydrated. The yellowing of the leaves may be a sign of stress and the flowers/upper leaves are using the stored moisture/starches to keep alive. Or conversely the roots have started to deteriorate and the same is happening. If the plants flowers are old then I would sacrifice them and repot. At least see what the root conditions are and make adjustments.
