You can repot Cymbidium any time of the year (though early spring is preferred), even if the plant is in bud.
Obviously, if the plant is in bud, be careful not to break the spike.
Since Cymbidium run the roots on the outside of the root ball, it is not necessary to remove the old mix. Simply up-pot and add fresh mix on the outside perimeter.
If there is a backbulb side with no new growth, you can push that side up against the wall of the new container, and just give it 2-3" of space on the growth side.
