FWIW- There is a "normal" new growth unseen in this pic at media level on one of the other bulbs.
I hate it when they do that. There are a couple of things you can do:

1. Just leave it be and let the roots find the media
2. Cut the bulb off and secure the mature bulb sideways to a new pot so the roots grow down into the media.
3. Cut the bulb off and sink the mature bulb down into the media so the bottom of the new growth is at the top of the media.

None of these options are ideal, but it is what it is! Personally, I'd choose number 2.
