Default Is this brown rot on my Paph?

I've noticed this (photos attached) on my Paph. malipoense. Keep in mind that the black/dark brown spot just near it was already present when I first purchased the plant online. I tried poking it with a q-tip to feel the texture of the spot, it's firm and dry and does not seem mushy or wet? Humidity in my growth space is rather low (rarely above ~45%) and temperatures are around 22*C. I do (unfortunately) water plants in the evening/night as this is when I have most time available.
What do you think? Is rot supposed to be wet/mushy or not?

(In case it needs to be done, I can use a small pair of scissors to cut that leaf out, it's still very firmly attached to the plant)

To me, it's nothing to worry about, especially if dry.

Ray, thank you for your advice. I should have listened to you. In the mean time, I was too worried and decided to remove the leaf in question. After some 20mins of gentle cutting, with scissors sterilized in bleach previously, the results are on the attached photos.

There was nothing really beneath the brownish part of the leaf, the connecting tissue of the adjacent leaf is completely intact in its purplish color. I guess it could be that some water did get trapped there, and I didn't see it, creating a ground for multiplication of bacteria/fungi. However, as it dried out and the RH is rather low in that room the conditions quickly became unfavorable and the microorganisms slowed down before they were able to deeply infect the plant.

I did not put cinnamon on it as the "wound" is extremely thin and I believe it will dry out quickly soon considering the low RH. The roots are just beneath that point and some cinnamon could have gotten trapped there and dried them out, so I decided not to dust it.

I hope the little plant survives this operation of mine.
