Sunburn usually shows up as whitish or brownish patches on the leaves. But don't wait for the signs of sunburn to react. If the leaves feel warm to the touch, it's too much light. If they don't burn right away but are getting increasingly yellowish, it's too much light.

The right time to bring the plants outside really depends on where you are. I'd wait until your night temperature stays over 17-18C at night. Honestly I would just leave them indoors all the time, Phals grow very well inside and you don't have to worry about freezing or burning them.
