We have a neighbor who has a heated koi pond and, because of that, I have sometimes seen mosquitoes fly in the middle of winter and then fall dead in the snow.

There are actually plenty of insects around in the winter, flies and mosquitoes included. Maybe it also depends on the climate and severity of winter weather, but back when I was doing my PhD in entomology a colleague ran a multi-year study on mosquito populations in the summer and winter. It was a citizen science project where people sent in their smashed mosquitoes and answered a questionnaire. (she got thousands of them, every day she had a giant mailbag of samples to process...) My colleague found that the dominant mosquito species is different in the winter, and that there are plenty of them around to bite and annoy people!
