Vmax, yes, they have a flying stage. As far as I know, only the males fly. So where ever they land they have to find a female to become a danger. But you should still kill them as letting them sexually reproduce only increases the chances for variation in the population. That leads to the rise of insecticide resistant mealybugs.
Whats the difference between the time before you fumigate for roaches and the time after your fumigate for roaches?
