The Mimi Palmer has enough live roots to keep the plant growing well. I think it probably has a few dead roots, but it can be hard to tell which are dead. That's why I don't cut off Vanda roots unless they become mushy and soft.
The plant has become very dessicated in the past. With proper watering the leaves normally firm up and the wrinkles go away. This can take several weeks of proper watering. If they were wrinkled for a very long time, they might not recover completely, but they will still function to make food, so don't cut them off. New leaves should be normal on this plant. It has everything it needs to grow normally.
