The more you buy, the more problems you usually see. but with careful inspection at the time purchase, this should not be a big issue at all, at least not in the beginning.

In the pictures from the seller on eBay the plant looked really really good period I definitely would not have purchased it if it had had or displayed any of the issues that I discovered upon receiving it

Oh, it is from eBay. then, you can communicate with the seller depending on their return policy.
Any good and reasonable seller would work with you as long as you have not had the plant for longer than, say, a week because then the seller cannot help but think the plant might have suffered due to whatever happened under your care.
Quick reaction is the best to solve any issues.

I just sent an email to the seller. They know that I repotted it out of the liner in the Moss, and that said I just assumed they would not give me a refund or let me return it. They have not answered me back about it. I think that had I not cut it out of the liner and repotted it it would be a different story but I'm not sure. I only received it today. About 4 hours ago actually.

Is the damaged area dry? Only it looks more like physical damage.
If I saw it on mine I would assume that the area had got chilled or sunburnt.

No it is nothing like that. I've been growing phalaenopsis for many years and I can tell you that is a no way physical damage. This is disease.

You might be responding to another post on another orchid. I apologize for my abruptness. I have two issues going on here. One is purchasing a phal V3 that is disease and another is a problem with one that I've had for several years. That one that you may be referring to is suffering under something and I can understand why you would think it was sunburn but it is not.

Your photos are very blurry. The first one I saw made me think a rodent might be nibbling on your leaves. Is this possible?

Any possibility the phal is receiving too much light? Reddening of the leaves & black lesions can indicate sunburn.

It cannot be sunburned. It was growing in my light garden with my other orchids and they are all doing fine. Definitely not rodents either! I plan to cut the leaf off tomorrow after I get some new blades. I'll take it from there...

It could be sunburn if it was previously growing in a very shady spot, and now is growing in a much brighter spot. This is especially so if it is now close to a warm lamp or fixture.
