I suppose its not the dreaded Phyllosticta capitatus, aka thai crud.
ive seen a few phal photos that show the same sort of pitting and they were infected by this fungi, it is a long shot though :-

hate to be the odd ball but I think you have spider mites sucking out the chlorophyill and munching on the leaves
