I think it's some kind of fungal. As much as I love flower shows of many oncidiums and their related intergeneric hybrids, I hate most of them for ugly leaves.
I had many once, then dumped out all over stress caused by those leaves, only kept clean ones.
Unfortunately, I never had success with fungal attack on oncidiums. If the affected are is small, I always cut off those area. I tried spraying.
They almost always came back and that's when I toss them. lol
My Tiger Crow "Golden Girl" has all of its older leaves spotted with tiny little black specks, which seems very benign and the new growth is coming out all clean.
A recent purchase and very lovely plant, Floral Factor is unfortunately having leaf issues similar to yours, those yellowish circular spots. hmmmm
