Is the white material on the leave sticky? It may be honeydew. Aphids and scale secrete this. My guess is the white in your potting soil is aphid eggs. Spring is the time of year they hatch...now sure how often but I know now is one of them.
I've never had aphids but Sevin has worked well for my scale problem. Beautiful paph!

I thought it was much darker but I guess it was the lighting in the initial picture.

Anyways, the flower has a very large dorsal!

Regarding the white areas on the leaf, I have seen that on paph leaves, although not so many like that. I believe it is a result of mechanical damage.

Here's why I think that.
I have two paphs displaying this similar white areas.
One is a maudiae type like yours and one of its leaves has a couple of those white areas. They were present when I bought them years ago.
None of the newer growths show that.

Another one that has this is, well not exactly the same because it is not circular shape, but I believe it's the same basically.
This paph grows some long leaves. When I put them on the floor, I sometimes step on the leaves and crush them. Paph leaves seem to be pretty sturdy but when crushed badly, it will be damaged and in a few days when the "wound" dries, you see this white top layer resembling those white areas. I think it is basically the cuticle layer of the leaf that was seperated by the damage.

So back to my first paph that I mentioned, which came this white areas on the leaf. It could be that while they were being picked out at the nursery or while being shipped, the leaf were somehow crushed or bent again and again badly, thus some part of the superficial layer of the leaf ended up getting seperated.
