I just received two of these seedlings through an internet purchase. They both have small bumps on the leaves and the one in the picture is the worst of the two. I've read some of the other posts on scale, and these look somewhat different in that they seem to match the reddish color of the leaves. If it's scale, do you treat it the same way with such small plants? Or should I contact the seller?

I would definitely contact the seller and request a refund or replacement. Looks like scale to me. My absolute worst enemy, would take mites or mealybugs over scale any day of the week. Scale is difficult to eradicate. They need to be isolated from your other orchids. Very nice phal! though.
Looks to me like harmless oedema, not scale. Like Carrie said, scale will squish and can be rubbed off the leaf with little effort (though that definitely won't get rid of it all!). If it's part of the leaf then it's not scale. Hope this helps!
I received a response from the grower saying it was leaf damage due to handling related to the flask. I've bought quite a few things from this grower and all have been high quality, so I trust his answer. Thanks for your input.
