I doubt that Safari will be of any help treating for mites.
For scale, the label states that foliar spray provides only suppresion and that you need to drench to completely destroy the scale.

I am curious as to how you are going to measure 0.04 ounce. With solids I use a digital scale and work in units of grams. So, roughly translating the label quantities from ounces/pounds (by weight) per 100 gallon to grams per gallon I get 1 to 2 grams per gallon for foliar spray and 3.5 grams to 7 grams per gallon for drench.
Drench would seem to be the best way to completely rid the plants of scale. It would be nice to avoid runoff. I would apply the drench like one waters african violets - by placing the orchid pot in a slightly larger container and pouring only enough insecticide mix through the media so that it will all be absorbed after standing for a while.
I have never used Safari. I use Dominion 2L (imidacloprid), it is in the same Method Of Action class as Safari (dinotefuran) but comes as a liquid that gives a clear solution when mixed with water.
For mites you need completely different pesticides since mites are not insects and are relatively unaffected by most insecticides.
