What is this and how do I make it stop?!

This is a new orchid that I repotted into a new pot and new media. Within a day or so it started growing this fuzzy fibrous stuff which is between the two layers of this pot. It's a net pot surrounded by a plastic one. After I noticed it I wiped the pot down with bleach. I came back after a 4 day vacation to find it back. I then sprayed it down with physan solution. Will this fix the problem? Is this mold?
