Default How does this happen to a protected orchid??

I haven't added a new orchid to my collection in forever. Years it seems...
My orchids sit under lights on a shelf...

So how does an orchid all of the sudden come down with lots of white fuzzy spots and patches??
Glad it's not one I love. I think I only kept this one because it's growing s/h and I wanted to see it grow some.

Is it mealy bugs? Just clean them off, use a little alcohol on a cotton swab and wipe it all away.
