Remove the leaf asap; the whole leaf and watch the residual bulb for disease. If you feel it's traveling down the bulb. Cut again with a sterile blade and be well into (1-2 inches) healthy tissue.
It's on the whole plant as far as I could see this morning. I will look for any parts without speckling, but if I can't find any clean piece to save do I just throw it out?

I would not. Cattleyas are pretty resilient.
I did not think the rest of the plant looked all that affected.

I recommend treating with Physan for an immediate treatment. Pseudomonas is NOT killed by Physan though so you will also need to treat with a copper fungicide (such as Phyton 27).
It takes about a week for the copper fungicide to really be effective.

Isolate the plant after treatment and watch it.

I rarely loose a catt to pseudomonas anymore; it's usually the phals

I generally fear the brown rot or pythium with my catts.
That said, pythium can look like bacterial disease. It is usually lightning fast at "doing a plant in". If you suspect pythium, then "yes" pitch the plant. If you don't have Subdue Maxx, it will die anyway and it's highly contagious.

So when my catts get acute disease, I treat mostly for pseudomonas and "watch" for pythium.

Fusarium wilt is another disease catts get but that is slow and "insidious" and definitely NOT what I see here.
