Uh oh? Whats this?

Hello everyone,
I received these plants last week but was unable to ask about this my computer went out.

The first pictures are of the same plant, the other is an isolated spot on one plant. What is this?

One of the pictures almost looks like a little scale, but I checked and it's not. Any ideas? (these came like this-I hold no liability in this one)
