Rusty spots on Brassia bulbs
Can anyone help me identify what is going on here? The rust colored areas are firm to the touch.

It does appear to be rot from this angle, on at least 2 bulbs, probably the smaller one as well.

anything to do about it. I had someone babysit my orchids for three weeks. I have a feeling that they got overwatered despite my instructions to water only once a week. Also found the fans off when I got home. Could either of these be a cause. Should I cut out the rot, or treat with a cuprous compound?

I would probably change the medium it's in to ensure it's fresh and dry, then be sure to water as needed but letting the medium dry. I'd also put some DynaGro ProTekt into the water at every watering to help with the stress. I personally wouldn't cut it off unless it looks like it's going to spread.
I've actually never dealt with this, but this is what I would do with my limited knowledge. If someone else offers other suggestions I'd follow theirs to be honest.

This problem spreads extremely fast.
Reduce watering. In fact, don't water for the next 2 weeks.
You may want to consider removing the pseudobulbs.
Repotting into a fresh mix is also a good move. You may also have to down pot. A clear plastic pot may be something to consider (it is optional, but it could help out).

How many PBs are there? those 2 look the oldest growth. If you have 3 more healthy PB I would considering removing the rotten ones.
you could leave the removed ones with rot in a clay pot with no medium outside in a breezy / bright location. Try to remove the rot and let it dry. maybe mist the roots.
