I'm not sure what exactly they meant by 'algae lice'. These aren't springtails, they are way too big, and there are clearly some with wings. Neither do they appear to be mosquito-like enough to be fungus gnats - but I could be mistaken. I'm going to pull out the macro lens tomorrow and try to get some shots to post here and to send to Andy's.

I broke out the macro lens, and man, these guys are tiny. Found two clutches of little eggs under the leaves as well. Grrrrrrr!

I'll pass on guessing (which is what it would be) as to identification of the pests you have.
BUT........as to treatments, I am a GREAT believer in Enstar II!!
It acts as to prevent future generations of many of the above bugs from reproducing and continuing on with their life cycle. It appears to be well tolerated by all of the orchids that I've used it on too, unlike other chemicals, including Neem oil.
One must repeat treatment within 7 to 14 days, given the live cycles of these nasty creatures.
