Only one shoot is okay. The problem is mushy pseudobulb.
You are lucky if a new shoot come up from the root ball.
What I do is I will keep it on top of another pot and wait. No watering and doing nothing .
My phal did a fine thing by cropping up a new leaf form the roots. . Re pot will cause more rot.
