White powder at base of I think a mini-cat

...I've tried searching the archives in hopes of finding out what could be a problem that I see on one of my mini-cat's...I think it's a Mini Song anyway. I noticed this morning a white powder at the base/bulb? of this cat along with very tiny white spots on it's leaves. Is anyone familar with this? I've read a couple treads for a while now about using Listerine..would it help with this my any chance? I haven't had the nerve to try it for fear of losing some orchids.
