Default Orthene and mealy bugs

Unfortunately I have a moderate mealy bug invasion that I have treated with repeated sprays (weekly x3) of Bayer Rose and Flower that contains Imidacloprid. I am wondering whether I should switch to orthene soluble powder (my farmer's coop has a can) What is the experience with that product? Since it is in a sealed can, is there likely to be an expiration date or maximum shelf life that I can uncover?
If I switch, should I only treat infected plants or the entire collection and how often should I repeat? I have used Orthene in its outside garden form and was very successful against various difficult to kill critters.

I use Orthene WP off and on In place of the Bayer as a drench in the pot . Be sure to have a clothes pin for your nose it stinks ! With either I use Safers on the leaves and above ground plant parts till the plant takes up the spray . If possible I would treat all the plants, with good air flow the little XXXX word become air borne . On the Bayer and O WP I use a Tbs. to a gallon once a week for 3 weeks . I have not found the powder to expire in the can if kept sealed and dry . Death to Mealies ! Gin
