The pics are blurry, but from I can see. I'm guessing that the problem may be temperature related. Can you post your growing conditions (ie temperature, humidity, lighting, air circulation)?
If you feel it is a spreading disease (I don't think it is, but again I'm not certain), you can cut the flower spike off (as low as you can without harming the plant) with a sterilzed razor blade or a pair of scissors/a knife put over an open flame for more than a minute (be careful don't hurt yourself or the plant, I've done both by accident a few times, not fun).
Then you can either use hydrogen peroxide or a little bit of household bleach diluted in water.
For the bleach, you really don't need to (probably shouldn't either) use a lot of it mixed in solution of water. As an example, a couple of spoonfuls of bleach is good enough to mix with a cup of water. Ideally the water should be RO/DI, but if you're using tap, and it contains chlorine, you're essentially adding more chlorine to the bleach (it'll make more bubbles). You can dip the entire plant in a bucket full of the solution for about 5 or so minutes. Or if you feel uncomfortable with putting the whole plant in the bleach solution, you can just dip the part of the plant with the leaves and not disinfect the roots. Leave the bleach on until it dries, then wash off with clean water.
The hydrogen peroxide you can just pour into a bucket and put the entire plant in and leave it in there for about 20 or so minutes. Nothing bad will happen to your plant. After that, there's no need to rinse, just keep growing it properly.
Worse case scenario, if a disease is very persistent you may have to get a fungicide or bactericide. I don't know what's available in Estonia.
