Default Is this fungus?

I got a picture from a friend, asking what this is, and how to treat it...
I would think it is fungus, but what do you think about this?

Any suggestions?

Its on a phal. Some on the compost, some one the roots, but the plant it self loks healthy, with a new leaf as well. The water-regime is everything from every week, to once every third week... But the chid looks healthy, exept this white stuff... so i think it trives with that water-regime, even if it sounds to little for me.

And any suggestions to how to get rid of this? Remember i live in Norway, and there is strict regimes on several cemicals... same as the hormones. This is not avaleble here.

I think that the type of fungus you have is a sign that the medium is breaking down. When was the last time it was repotted? If it's due to that, clean the pot and roots well, repot in fresh medium, and normally the problem should go away.
I had the same thing on a phal last year, I repotted it and it's been fine ever since.
