phrag leaf discoloration

I am trying to figure out what is wrong with my phrag. About 1/3 of the leaves have this discoloration. The leaves are smooth and this plant is in prime agra (sh). I have sprayed with Neem and drenched with physan 20. Any other ideas? ( I apologize for the picture. I am trying to figure out the proper resize in order for it to come across OK.)

Entirely guesswork, bit I'd think in terms of localized poisoning (did some spray get on the leaves?) or damage via insect bites.
