Did you actually see scale? Scale usually prefers hard leafed genera. Were the critters on the top or bottom of leaf? This looks very much like mite damage, but one needs a microscope to confirm their presence.

I have more scale problems with my soft-leaf orchids (palm-type leaves) than I do with my Cattleyas, and other hard-leaf plants.
