I agree that this plant looks very dry at the top, but the second set of photos you posted show the roots in the middle and bottom still dark green. I suspect this plant is not getting enough air ventilation through the pot. I would repot into a different kind of clear pot that has holes on the bottom, as well as slits or multiple holes up the entirety of the sides.
With all of my Phals, I can see roots all the way down to the bottom, and I water before they look bone dry, but I like to see the bottom ones lightening up more than what I'm seeing in your photos.
If I have one that looks like yours, where the top looks very dry but the bottom roots are still dark green, I will use a spray bottle to generously mist the exposed roots and topmost media. That will tide me over until the next time I thoroughly water it.
