Can you gently try and see if you are able to scrap off those tiny bumps with cotton swab dipped in isopropyl alcohol, just to be sure its not scale. Although it doesnt look like scale sometimes it could be in the initial stages so it might be a good idea to keep a close watch on how these bumps develop and isolate the orchid from other orchids if you have a huge orchid collection and cant risk passing on pests. Also watch out for any sticky residue, white flakes on the leaves. Also get a good magnifying lens that you can use to inspect the orchid for pests.
