Aphids come out of nowhere like that... Can't see them that well, but I agree with ES, probably bugs... take a spray bottle, fill with water with a few drops of dishwashing liquid, give the plant (including flowers) a good bath. It won't hurt the flowers, it may or may not kill the bugs, but it will wash them off before they can do damage. (Do it over the sink or outside away from other plants, you don't want to be transferring whatever they are to other plants...)
