I mention virus because every one of my 20 or so Phals tested positive for virus by Agdia strip and some definitely looked like yours. Viral infection can present in various ways, including just being less vigorous than they should be or having blooms that less than optimal. The classic leaf lesions are probably a minority of infected plants. Phals are so frequently infected, depending on where you got them and your growing techniques. Testing, costing maybe $5 per plant, is not perfect for all viruses, but excellent for the main two. You just order the easy to use kits online. Before blaming nutrition and watching for months to see results, I would be sure it isn’t virus.
