For what it's worth, I have been using 1.5 tablespoons per quart of the Bayer's Advanced 3-in-1. I add a few drops of dishwashing liquid to help it stay mixed. This brew doesn't seem to damage anything except bugs (even sprayed on flowers) If the amount were increased, maybe it would be rougher on flowers but doubt that it would harm the plants.

You said the other stuff @ 1.47% active ingredient required 1.5 teaspoons per quart.

The new stuff is 0.235% active ingredient, so to match the same concentration you need 1.47/0.235 = 6.26 times as much.

1.5 teaspoons x 6.26 = 9.38 teaspoons. As there are 3 teaspoons in a tablespoon, that would be 3 tablespoons per quart to give almost the same amount of active ingredient in the solution.
