All my Encyclias are mounted without any moss. During summer I water them once or twice a week at night. Watering at night means minimum evaporation.

After I mount my orchids I do water them somewhat more frequently. As the root system becomes more substantial/extensive I water less frequently. I can water orchids mounted on trees the least frequently because they can have the most extensive root systems.

For sure though Phoenix is hotter than Los Angeles. Then again, Phoenix is pretty much hotter than everywhere!

In the summer they're in a sunroom with an evaporative cooler. It's about 80 F / 26.5C day and night. Humidity is high. I need to water them a lot!

I personally haven't but others that I know have and have had success. It's a good idea to either seed around the roots of the parent or find a place where resurrection fern grows. Another good spot will be crooks in the trunks of trees (think about spots where an oak sends out a thick branch)
In most places they will grow in the live oaks primarily though I've found one population where they avoid the oaks and grow on really tall slash pines.
They also like growing on cabbage palms sometimes, older mangroves, buttonwood, etc
