Sand Fleas are small crustaceans (about 1 1/2" long) that bury themselves along the edge of the surf. They are a popular surf fishing bait. The catcher is a rigid wire basket attached to a long pole and is used to scoop and sift the wet sand. You can also catch sand fleas by scooping up large handfuls or bucketfuls of moist sand and tossing it on a dryer location. The sandfleas will scamper and you can grab them. Scooping by hand is kind of rough on the hands and nails so the catcher really comes in handy. It saves your back too. Here's a photo.
