Hard to say for sure-because they do what they want to do anyways
if it just started to make the Sheath-it might deside to make the bud later-but sometimes they deside they are not ready and it stays empty.
I had this happen on one of mine-i add a small amount of extra Iron once a month.My C.jenmanii made 2 Sheath's last Year - empty-I left them on and this year it made one new one with Buds and the other two are making Buds at the Moment.
