How come junk mail arrives on time? And at the cheaper bulk rate?

The advertisers send the junk mail from the printer to the local post office in their own truck.
Go to your post office (during a non-busy time) and talk to the people at the counter. Ask them questions about how things work. They've always been extremely friendly to me. I don't comprehend how the helpful, friendly people behind the counter work for the same outfit that transports packages.

Stop trying to defend them.
There are probably good postal workers tarnished by the very few bad ones. I suspect my route is difficult by the way the carriers come and go (sort of hop-scotch the neighborhood). Certainly, my current address has had more problems than previous addresses but that could also mean that the service has degraded over time.
And this is about priority mail (at least for me). I recently sent two small flat packages/bulky envelopes via first class and both arrived within two days (one to SoCal and one to the east coast).
I can't afford FedEX all the time but I wouldn't mind paying a bit more for USPS priority if they would fix whatever is wrong with them.
The thing is, I've gotten consistently better service at fast food joints-where the employees make less in wages.

We're not just cranky, there really are problems.
I believe what prompted the audit is criticism about rural delivery but the problem seems system wide.

Ah you got it. So happy it is fine. We have a new guy at the post office in town and I keep wanting to ask him why he is so nice and smiles. We have had the crabbiest bunch of people behind the counter for the longest time. I think if they had to smile it would crack there faces.

People working at a failing organization are usually not happy. I try to smile and be friendly to them when I go in, even if they're in a sour mood; it might be the only cheerful spot in their day.
At my neighborhood post office a senior counter employee is completely incompetent. This is not a figure of speech; he can't do anything correctly without help, not even sell stamps. The other workers know this and they try to divert customers away from him by giving him other tasks. I think it is pretty much impossible to fire a US government employee unless a major campaign donor demands it, and even then it's hard.
The main Phoenix post office is only 15 minutes from my house, so I usually take my mail there. The counter staff are extremely friendly and helpful; they have pointed out to me on multiple occasions how I could save money sending packages. They know the rules for international mail while the local post office staff often don't.
